1. The matter is taken up through hybrid mode.

2. The petitioner challenges the illegal exercise of power by the authorities under Orissa Education Act and the Rules framed therein. As per the said Act and Rules, the petitioner should have been regularized in his service since he has been continuing in 1989.

3. Since the case was filed in the year, 2013 and the cause of action seems to have been extinguished by efflux of time, the writ petition is disposed of as infructuous.

4. The petitioner is granted liberty to approach the Court, if any cause of action survives.
