1. This matter is taken up by hybrid mode.

2. On 18.2.2022 when the matter was taken up, following order was passed :

"The writ petition has been registered before this Court on 26th November, 2021, after the original application was transferred from the learned State Administrative Tribunal upon its abolition.

On perusal of the available order sheets of the learned Tribunal, it is indicated that the matter was never taken up after 24.06.2013.

Learned counsel for the applicant/petitioner submits that the question involved in this writ petition is before the Hon'ble Supreme Court in the SLPs. (C) Nos.22987 to 23015 of 2019 filed by the State, which is supposed to be listed on 23.02.2022 and prays that the case may be adjourned for some time. Accordingly, list on 29th March, 2022."

3. It is submitted by learned counsel for the petitioner that he has no up-to-date instruction at present to pursue the litigation on behalf of the petitioner. It is further submitted that as noted in the order dated 18.2.2022 the SLPs(C) Nos.22987 to 23015 of 2019 are pending before the Hon'ble Supreme Court and fate of the present litigation would depend on the orders that would be passed by the Hon'ble Supreme Court.

4. Learned Standing Counsel on behalf of opposite partiesState also submits that in view of the pendency of the SLPs, the fate of the present litigation would depend on the determination by the Hon'ble Supreme Court.

5. Having heard learned counsel for the parties, the writ petition is disposed of for lack of instruction from the petitioner granting liberty to revive the same within sixty days for any surviving cause of action.
