This matter is taken up through hybrid mode.

Considering the submissions of the learned Additional Government Advocate the following order was passed on 23.2.2022:- "The O.A. was filed before the learned Tribunal in the year 2013 seeking a direction not to make any recruitment to the post of Junior Engineer (Civil) on the basis of notification dated 29.12.2012 (Annexure-5) issued by the Government, Department of Water Resources notifying, Odisha Diploma Engineers'

Service (Methods of Recruitment & Conditions of Service) Rules,2012. It is submitted by the learned Additional Government Advocate that coming into force of the statutory Rule of Recruitment, the earlier method of recruitment ceases to have any force and accordingly the petition has been rendered infructuous after a long lapse of time of about nine years.

As prayed for by the learned counsel for the petitioner, list on 08.03.2022."

Learned counsel for the petitioner submits that he has no up-to-date instruction to pursue the matter at present from the petitioner.
