1. The matter is taken up through hybrid mode.

2. The petitioner has challenged the gradation list of R.T.O.'s being finalized and acted upon by the Government giving promotion to one Chittranjan Nayak vide notification dated 28.09.2013. The petitioner has challenged the gradation list by way of O.A., which later transferred to this Court after abolition of the OAT.

3. Since the cause of action is of the year, 2013, by efflux of time, it might have lost its efficacy. In view of such fact, the writ petition is disposed of as infructuous.

4. The petitioner is granted liberty to approach the Court afresh, if any cause of action survives.
