This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

Heard learned counsel for the Petitioner as well as learned Additional Standing Counsel appearing for the State-Opposite Parties.

The present writ petition has been filed by the Petitioner with the following prayers:- "It is therefore humbly prayed that this Hon'ble Court may graciously be pleased to allow this writ petition and after hearing direct the Opposite Parties to regularise/bring over the petitioner to regular establishment on completion of five years of continuance service in Workcharge establishment as per Finance Department Circulars under Annexure-3 series and direct that by counting service of the work-charged period from entry into service and not from the date of bringing over to regular establishment, disburse pension and pensionary benefits to the petitioner for the interest of justice;
And pass such other order/orders as would be deemed fit and proper."

It is submitted by the learned counsel for the Petitioner that the Petitioner wants to make a fresh representation before the authority concerned with a direction from this Court to the authority to consider the case of the Petitioner within a stipulated period of time. 5.
Learned counsel for the State-Opposite Parties submits that he has no objection if the Petitioner is permitted to file a fresh representation before the authority concerned with a direction to the authority concerned to consider the representation of the Petitioner in accordance with law within the stipulated period of time. 6.
Considering such submission and without expressing any opinion on the merit of the case, this Court disposes of the writ petition permitting the Petitioner to make a fresh representation before the Opposite Party No.1 within a period of two weeks from today and in the event such representation is filed before the Opposite Party No.1, the Opposite Party No.1 shall do well to consider the same in the light of the judgment passed by this Court in the case of Jagamohan Sahoo v. State of Odisha and others (W.P.(C) No.5915 of 2022 decided on 07.03.2022) by passing a speaking and reasoned order within a period of eight weeks from the date of filing of such representation and the decision thereof so taken shall be communicated to the Petitioner within two weeks thereafter. 7.
Urgent certified copy of this order be granted on proper application.
