This matter is taken up through hybrid mode.

Mr. K.C. Sahu, learned counsel for the petitioner states that this question has already been decided by the tribunal in O.A. Nos. 2634 and 2636 of 2015 disposed of on 24.04.2017. Against the said order , though State preferred W.P.(C) No. 40902 of 2021, the same was dismissed, vide order dated 27.04.2022. Therefore, this writ petition may be disposed of in the light of the aforesaid orders.

In view of the above submission, this writ petition stands disposed of in terms of the order passed by the tribunal in O.A. Nos. 2634 and 2636 of 2015 disposed of on 24.04.2017, which has been affirmed by this Court, vide order dated 27.04.2022, in W.P.(C) No. 40902 of 2021.
