01. 1. The matter is taken up through hybrid mode.

2. The petitioner had filed original application before the Orissa Administrative Tribunal challenging the action of the respondent No.1 in amending the Orissa Education Service's scale of pay in accordance to State's Scale of Pay (Method of Recruitment and Conditions of Service) Rules, 2009. The petitioner also challenges Orissa Education Service (College Branch) Recruitment Amendment Rules, 2012 as ultra vires to the Constitution. The petitioner also challenges the advertisement issued by the respondent No.2 for the post of Lecturer of Zoology in Government Junior College, Angul.

3. Since the matter is of the year, 2013, by efflux of time, the cause of action might have lost its significance. Hence, the writ petition is disposed of as infructuous.
