None appears for the petitioner at the time of call. 3.

It is stated by learned State Counsel that though the death of the deceased employee occurred on 06.07.1980, but the claim has been made after 40 years. Therefore, the writ petition suffers from delay and laches.

In view of the above submission, this Court is not inclined to entertain this writ petition, as the same suffers from delay and laches.
