1. This matter is taken up through hybrid mode.
2. None appears for the petitioner.
3. This matter has been transferred to this Court after abolition of Orissa Administrative Tribunal, Cuttack Bench, Cuttack.
4. The petitioner assails the action of the opposite parties, especially opposite party No.2 in considering the case of ineligible paramedical workers, who had not completed the requisite training qualification by the cut-off date fixed, i.e. 15.07.2011 for promotion to the post of MPHS (Male). In addition, he also assails the consequential denial of his promotion despite satisfaction of eligibility conditions. In such circumstances, he prayed to quash the proceeding of the DPC held on 03.09.2011.

5. Since the matter of promotion was of the year, 2011, the cause of action seems to have lost its significance. In view of such facts, the WPC (OAC) is disposed of as infructuous.
6. The petitioner is given liberty to approach this Court afresh, if any cause of action survives.
