This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

Heard learned counsel for the Petitioner and learned Additional Standing Counsel.

The Petitioner has filed this writ petition with the following prayer :
"Under the above circumstances it is therefore humbly prayed that the Hon'ble Court be graciously pleased to issue a writ in the nature of mandamus or any other appropriate writ/writs direction/directions directing the Opposite Parties, particularly Opposite Party Nos. 2 to 4 to give promotion to the Petitioner to the rank of Assistant Sub-Inspector of Police from the date his immediate juniors got such promotions i.e. from 21.10.2022 under Annexure-5, keeping in view the GA&P.G.
department Office Memorandum dated 17.06.2021 under Annexue-6 as well as the similar orders passed under Annexure-7 series and to grant him all consequential service and promotional benefits including financial benefits within a stipulated period as deem fit and proper for the ends of justice.
And/or issue any other appropriate writ/writs, order/orders, direction/directions as deem fit and proper in the fitness of the case."

In course of hearing, learned counsel for the Petitioner submits that the Liberty may be given to the Petitioner to file a fresh representation ventilating his grievance before the Director General & Inspector General of Police, Opposite Party No.2 which may be considered within a stipulated period of time in accordance with law. 5.
Learned Additional Standing Counsel for the State on the other hand submits that he has no objection if liberty is granted to the Petitioner to file a fresh representation before the Opposite Party No.2 and the same is considered and disposed of in accordance with law.

In view of the aforesaid limited nature of grievance of the petitioner, this Court disposes of the writ petition granting liberty to the Petitioner to file a fresh representation before the Director General & Inspector General of Police, Opposite Party No.2 ventilating his grievance within a period of two weeks. If such a representation is filed within the time stipulated, the same shall be considered and disposed of by the said Opposite Party No.2 in accordance with law within a period of four weeks from the date of filing representation taking into consideration the Office Memorandum dated 17.06.2021 under Annexure-6 as well as the order passed by this Court in W.P.(C) No.21795 of 2021 dated 03.08.2021 in the event it is found that the same is applicable to the facts of the present case.

With the aforesaid observation the writ application stands disposed of.
Urgent certified copy of this order be granted on proper application.
