1. For the reasons stated therein, the application for restoration is allowed. The order dated 25th March, 2021 passed by this Court in W.P.(C) No.3870 of 2013 is recalled and consequently, the said writ petition is restored to the file.

3. The CMAPL is accordingly disposed of.
