Mr. Dash, learned advocate appears on behalf of Order No.

petitioners, who were selected eligible allottees for shop rooms in front of Kalyan Mandap under Phulbani Municipality as on 30th December, 2019. By notice dated 12th March, 2020 the tender, pursuant to which the allotments were made, stood cancelled. Petitioners are aggrieved.

The tender was invitation to offer. Petitioners had made offers by their applications. Their offers were accepted and allotment made requiring them to deposit balance money. It is thereafter that the tender stood cancelled. Petitioners are alleging breach of contract.

Petitioners' remedy is in filing for damages before civil Court.
