1. Mr. Agarwal, learned advocate appears on behalf of petitioner and submits, his client's document of sale was refused registration. The refusal memo is dated 4th August, 2021 at annexure-4. The ground given was that the sale deed was not accompanied with written permission under section 22 of Orissa Land Reforms Act, 1960 as well as absence of notification under section 73(c). He relies on several judgments to submit, the position stands covered thereby. 2.

Mr. Tripathy, learned advocate, Additional Standing Counsel appears on behalf of State and submits, in fairness, the matter is covered by order dated 19th June, 2019 made by a learned Single Judge of this Court in W.P.(C) no.23573 of 2017 ( Manoj Kumbhar

Challenge in the writ petition is covered as aforesaid. Impugned refusal memo is set aside.

Petitioner will present the document for registration along with copy of this order. In event the registering authority does not have any other ground for refusal, the document be registered. Either registration or issuance of refusal memo must be within seven days of presentation. 5.
