The petitioner has filed this writ petition seeking to quash the order of the Director, Health & Family Welfare Odisha dated 09.02.2009 under Annexure-9, by which the representation filed by one Kirtimohan Mohanty and 14 others has been rejected. 4.

Since the order of rejection was passed on 09.02.2009 and the petitioner filed Original Application on 15.11.2017, i.e. after eight years of such order, the same is grossly barred by limitation as per the Administrative Tribunal's Act. After the O.A. was transferred to this Court, the same was registered as writ petition. The writ petition also suffers from delay and laches and as such, the same stands dismissed. Arun (DR. B.R.
