1. The Petitioner's representation dated 1st November, 2020 shall be considered by the Collector, Bhadrak (Opposite Party No.2) and after hearing the Petitioner, a reasoned order shall be passed thereon not later than 6th June, 2022. A copy of this order shall be produced before the Collector, Bhadrak not later than 7th March, 2022 for compliance. It is clarified that the Court has not expressed any opinion on the merits of the case.

2. The writ petition is disposed of in the above terms.
