1. The Petitioners' representation at Annexure-5 shall be examined by the Collector, Nayagarh and after notice to the Petitioners and giving them a hearing, a reasoned order shall be passed thereon not later than 1st March, 2023. Copy of such order be made available to the parties within a week thereafter. The Court clarifies that it has not expressed any view in the matter.

2. The writ petition is disposed of in the above terms.
