1. This matter is taken up through hybrid mode. Order No.

2. Heard Mr. Ashok Pattnaik, learned counsel for the Petitioner and Mr. H.K.Panigrahi, learned Addl. Standing Counsel for the State.

3. The Petitioner in the present application prays for quashing of the orders under Annexures-4 and 5 and to grant him RACP as per ratio of the decision of the learned Tribunal in O.A. Nos.648(c)/2016 and 972(c)/2016.

4. It is submitted that the matter is squarely covered by the decision of this Court in W.P(C) No.2831/2016 as confirmed by the Apex Court in Diary No(s).20358 of 2017 and W.P.(C) No.29120/2019.

5. Having regard to the above, and without expressing any opinion on the merits of the case, the competent authority is directed to take a lawful decision in the matter by treating this Writ Petition as representation of the Petitioner by considering the decision of this Court and the Apex Court referred to above. The decision shall be taken within a period of six weeks from the date of communication of a certified copy of this order along with copy of the Writ Petition and the orders of the Apex Court as well as this Court referred to hereinabove.

6. Urgent certified copy of this order be granted on proper application.
