This matter is taken up through hybrid mode.

The petitioner has filed this writ petition challenging the order dated 24.01.2019 passed by the Orissa Administrative Tribunal, Principal Bench, Bhubaneswar in O.A. No.766 of 2014. 3.

Though the tribunal has passed the order impugned on 24.01.2019, but this writ petition has been on 28.12.2020 after more than one year and ten months and, as such, the writ petition suffers from delay and laches. More so, nothing has been indicated as to why the petitioner has approached this Court at a belated stage. Therefore, in absence of any reason thereof, this Court is not inclined to entertain this writ petition, as the same is suffers from delay and laches, in view of the judgment/order of this Court in the case of State of Odisha v. Surama Manjari Das (W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021).
