Considering that the impugned order was passed on 27.10.2010 even in the involvement of the Petitioner, twelve years have already passed. This Court finds, moving of the Petitioner is grossly time barred hence declining to entertain such Writ Petition. 2.
This Court observes, in the event Petitioner is in occupation of the disputed land by constructing house and residing over, he may move an application to the competent authority for considering his case in terms of the case in Amrendra Pratap Singh vrs. Tej Bahadur Prajapati and others reported in (2004) 10 SCC 65. In the event an application is put to the competent authority at least within a period of four weeks, decision as appropriate in terms of direction therein may be taken, but however,, involving the parties likely to be affected.
