The petitioner has filed this writ petition seeking direction to the opposite parties to include the Non-formal service towards qualifying service for the purpose of pension and pensionary benefits. 4.

The petitioner has approached this Court long after his retirement seeking inclusion of the Non-formal service period, for which the writ petition suffers from delay and laches. 5.
