According to Mr.Samantaray the petitioner is aggrieved by non-payment of the awarded amount of Rs.32,87,567/- in his favour although the Special Land Acquisition Officer, Lower Indra Irrigation Project, Khariar (opposite party No.3) has submitted the calculation sheet along with relevant documents before the Director (R &R) and Ex-Officio Addl. Secretary to Government of Odisha (opposite party No.2) vide letter dated 24.6.2020 under Annexure-3.

During course of hearing, Mr. Samantaray submits that liberty may be granted to the petitioner to file a grievance petition before the Director (R &R) and Ex-Officio Addl. Secretary to Government of Odisha (opposite party No.2) and the said opposite party be directed to take a decision on such motion at an early date.

Considering the submissions made and without

// 2 // expressing any opinion on the merits of the case, this Court grants liberty to the petitioner to file a grievance petition before opposite party No.2 through speed post within a period of two weeks from today. In the event, such a grievance petition is filed along with a copy of this order, the opposite party No.2 would do well to take a decision on the same in accordance with law within a period of eight weeks from the date of receipt of such grievance petition and communicate the result of such exercise to the petitioner.

Accordingly the writ petition is disposed of. 7.

As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No. 4587, dated 25th march, 2020, modified by Notice No. 4798, dated 15th April, 2021, and Court's Office Order circulated vide memo Nos. 514 and 515 dated 7th January, 2022.
