This matter is taken up through Video Conferencing mode. 2.
Heard learned counsel for both the parties.

The limited grievance of the Petitioner in the present writ petition is that although he has submitted a representation before the Director, Higher Education Department, Odisha, Opposite Party No.2 on 23.02.2021, the same has not been considered and disposed as of now. Hence, learned counsel for the Petitioner prays for a direction to Opposite Party No.2 to consider his representation within a stipulated period of time taking into consideration the office order under Annexure-5.

Learned counsel appearing for the State has no objection, if a direction is given to Opposite Party No.2 for considering the representation of the Petitioner in accordance with law.

In such view of the matter, the writ petition stands disposed of with a direction to Opposite Party No.2 to consider the representation dated 23.02.2021 filed by the Petitioner within a period of two months from the date of production of copy of this order. It is needless to mention here that the Authority shall consider the representation and pass a speaking and reasoned order. Any decision so taken shall be communicated to the Petitioner within a period of ten days thereafter.

With the aforesaid observation, the writ petition stands disposed of.

As the restrictions due to resurgence of COVID -19 situation are continuing, learned counsel for the parties may utilize a print out of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned Advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020 as modified by Court's Notice No.4798, dated 15th April, 2021 and Office Order dated 7th January, 2022.
