It is agreed by learned counsel for the parties that the issue involved in this case is analogous to one involved in WPC (OAC) No.3709 of 2016 (Pratap Kumar Meher v. State of Odisha & Ors.), which has been disposed of vide order dated 28.09.2022 by this Court.
