2. 1. None appears for the petitioner when the matter is called.
2. When the matter was last taken up on 12.10.2022, the following order was passed :
"2. The writ petition has been registered before this Court on 02.02.2022 after the Original Application was transferred from the learned Odisha Administrative Tribunal, Principal Bench, Bhubaneswar upon its abolition.
3. On perusal of the available order-sheets of the learned Tribunal, it is indicated that notices were issued by order dated 19.07.2019 directing to file counter within four weeks and rejoinder was to be filed within two weeks thereafter.
4. It is submitted by the learned counsel for the petitioner that the name of Mr. S.N. Patnaik be deleted as the counsel for the petitioner in view of the fact that he has been empanelled as an Additional Government Advocate.
5. Accordingly, the Registry shall delete the name of Mr. S.N. Patnaik, learned counsel for the petitioner.
6. Learned counsel for the petitioner seeks further time to file Vaklatanama afresh on behalf of the petitioner.

7. Learned counsel for the Additional Government Advocate refers to the counter filed on behalf of opposite party nos.2 and 3, which is on record.
8. Learned Additional Government Advocate shall have liberty to file counter before this Court after obtaining up-to-date instruction.
9. As prayed for, list on 21.11.2022.
10. Counter be filed by the next date and copy of the same be served on the learned counsel for the petitioner. Petitioner shall have liberty to file rejoinder, if so advised."
