After arguing some time, Mr. S.B.Jena, learned counsel for the Petitioner prays for withdrawal of the Writ Petition with a liberty to prefer an appeal against the impugned order dated 04.08.2018.

In view of that, learned counsel for the Petitioner is permitted to withdraw the Writ Petition in order to enable him to prefer an appeal. It is observed that if any such appeal will be preferred within a period of fifteen days from the date of receipt of this order, the appellate authority shall entertain the appeal and decide the same on its own merit without insisting on any delay in filing the appeal.
