It is agreed by learned counsel for the parties that the issue involved in this case is analogous to one involved in WPC (OAC) No.864 of 2018 (Bandhua Gochhayat v. State of Odisha), which has been allowed vide judgment dated 17.12.2021 by this Court.

Therefore, in view of the detailed reasons stated in the order dated 17.12.2021 passed in WPC (OAC) No.864 of 2018 (Bandhua Gochhayat v. State of Odisha), this writ petition stands allowed in terms of the said order.
