1. Mr. Ishwar Mohanty, learned Additional Standing Counsel appearing for the Opposite Party-State on instructions of the SubCollector, Rajsunakhala, District-Nayagarh informs the Court that no permission as such has been granted from the side of the SubCollector for holding of any Mahotsav as stated in the letter dated 21st November, 2022 of the District Institute of Education and Training to the Sarpanch, Rajsunakhala Gram Panchayat. He assures that unless permission is granted by the Collector, no such festival/Mahotsav can in fact take place.

2. In view of the above assurance, no further directions are issued at this stage. It will however be open to the Petitioners to again apply for directions, if the above assurance is not adhered to.
