1. This matter is taken up by video conferencing mode.

2. The representation of the Petitioner dated 16th September, 2021 (Annexure-8) be disposed of by the Excise Commissioner Odisha, Cuttack (Opposite Party No.2) after hearing the Petitioner and Opposite Party No.5 and a reasoned order will be passed thereon not later than 7th March, 2022 and the said order be communicated to the parties not later than 14th March, 2022. The Court clarifies that it has not expressed any view in the matter.

3. The writ petition is disposed of in the above terms.

4. As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in

the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020, modified by Notice No.4798, dated 15th April, 2021, and Court's Office Order circulated vide Memo Nos. No.514 and 515 dated 7th January, 2022.
