Heard Mr.Behera, learned counsel for the petitioner and Mr.Samal, learned Addl. Government Advocate.

According to Mr.Behera, the petitioner is aggrieved by the inaction of the authorities in issuing a caste certificate. He further submits that pursuant to his application dated 8.10.2020 for issuance of a caste certificate the same was registered as E-STO/2020/240706 and receipt of such application was acknowledged by issuing a form of acknowledgment under Annexure-3 series. Though the said form of acknowledgement the last date of time limit to 19.11.2020 but till date the caste certificate has not been issued. In such background, he prays that appropriate directions be issued to the Tahasildar, Dabugaon (opposite party No.2) to dispose of the aforesaid case within a stipulated time period.

Considering the submissions made and without
// 2 // expressing any opinion on the merits of the case, this Court directs the Tahasildar, Dabugaon (opposite party No.2) to dispose of the case i.e. E-STO/2020/240706 initiated at the instance of the petitioner for supply of caste certificate in accordance with law within a period of four weeks from the date of production of certified copy of the order, if not already disposed of. The opposite party No.2 should intimate the result of such exercise to the petitioner.

As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No. 4587, dated 25th march, 2020, modified by Notice No. 4798, dated 15th April, 2021, and Court's Office Order circulated vide memo Nos. 514 and 515 dated 7th January, 2022.
