1. The Petitioner's written complaint dated 9th September, 2021, will be examined by Collector, Cuttack and after issuing notice to the Petitioner and after giving him a hearing, a reasoned order shall be passed thereon not later than 4th July, 2022. The order shall be made available to the Petitioner not later than 11th July, 2022. It is clarified that the Court has not expressed any opinion on the merits of the case.

2. The writ petition is disposed of in the above terms.
