This matter is taken up through Video Conferencing Mode.

Heard Mr. Pattnaik, learned counsel for the Petitioner, Mr. Parhi, learned ASG along with Ms. Sahoo, learned CGC and Mr. Mohanty, learned counsel for Opposite Party No.2. 3.

According to Mr. Pattnaik, the grievance of the Petitioner is that though his land has been acquired by the authorities under the provisions of the Petroleum and Minerals Pipelines (Acquisitions of Right of User in Land) Act, 1962, however, till date no compensation has been paid to the Petitioner. 4.

During course of hearing, Mr. Pattnaik, learned counsel for the Petitioner submits that the Petitioner may be granted liberty to approach the competent authority (Opposite Party No.2) for redressal of his grievance. He further prays that the Opposite Party No.2 may be directed to take a decision on the representation of the Petitioner within a specified time. 5.

Considering such submission, this Court grants liberty to the Petitioner to file a comprehensive representation before Opposite Party No.2, i.e., the competent authority within a

// 2 // period of four weeks along with a copy of this order by registered post. In the event such a representation is received by Opposite Party No.2, he / she shall take a decision on the same in accordance with law within a period of four weeks from the date of receipt of such representation and communicate the result of such exercise to the Petitioner.

With the aforesaid direction, the writ petition is disposed of.

As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No.4587 dated 25th March, 2020, modified by Notice No.4798 dated 15th April, 2021, and Court's Office Order circulated vide Memo Nos.514 and 515 dated 7th January, 2022.
