1. For the reasons stated therein, the application for restoration is allowed. The order dated 21st July, 2021 passed by this Court in W.P.(C) No.11054 of 2013 is recalled and consequently, the said writ petition is restored to the file.

2. The writ petition will be listed before the roster Bench on 16th November, 2022.

3. The CMAPL is accordingly disposed of.
