This Writ Petition has been filed making a serious allegation that there has been illegal attempt of wrongful use of Gochar Land, preventing variety of use by the villagers concerned. Allegation also involved in the process of such action there has been attempt to obstruct a Paninala. Basing upon issuance of notice and filing counter/instruction it has been brought to the notice that the park involved is already constructed in part of the Gochar Land. Petitioners are still continuing with their grievances. This Court finds undisputedly there has been some construction on Gochar Land. This Court in disposal of the Writ Petition observes in the event the villagers still have objection in the matter of water canal and/or insufficiency of land to be used as Gochar for purposes, they may give a detailed representation to the Collector, Puri- Opposite Party No.2 who shall enter into enquiry and find out if any solution is possible by working out.
