1. The Petitioner's representation dated 28th September 2021 (Annexure-3) shall be examined by the Collector, Jajpur and after issuing notice to the Petitioner and giving him a hearing, the Collector shall pass a reasoned order thereon not later than 5th December 2022, and such order shall be made available to the Petitioner within a week thereafter. The Court clarifies that it has not expressed any view in the matter.

2. The writ petition is disposed of in the above terms.
