Heard learned counsel for the Parties.

From development at page-15, this Court finds, Petitioners are in allotment of land by the Tahasildar, Titilagarh- Opposite Party No.2 by way of lease. Last but one paragraph of page-15 of the lease endorsement indicates the following:- "Copy of 'K' Patta forwarded to Major Settlement Officer, Sambalpur for issue of regular Patta to the lease in due course."

For the above, this Court finds, in the event Petitioners are already in entitlement of lease of land vide Annexure-5, there should not be any delay in issuing of Patta/ Record of Right in favour of lessee. Keeping in view the above, this Court in disposal of the Writ Petition directs the Tahasildar, Titilagarh if not initiated appropriate proceeding to initiate the appropriate proceeding involving the development through Annexure-5 and issue necessary Patta in favour of the Petitioners by completing such exercise at least within a period of one and half months from the date of communication of this order along with copy of the Writ Petition by the Petitioners.
