Mr. Mohanty, learned advocate appears on behalf of Order No.

petitioner and submits, his client seeks Deed Writers' Licence. He has thirty years experience. By order dated 31st December, 2020 opposite party no.2 directed his client to apply afresh before concerned District Registrar for appropriate follow up action. Under cover of letter dated 23rd August, 2021, his client duly applied, inter alia, to opposite party no.4. Nothing has been done.

Mr. Sharma, learned advocate, Addl. Govt. Advocate on behalf of State and submits, the writ petition is not maintainable as petitioner, if even aggrieved, could have challenged said order dated 31st December, 2020. 3.

Petitioner is not aggrieved by order dated 31st December, 2020 made by opposite party no.2. Opposite party no.4 will deal with and dispose of petitioner's application under

// 2 // cover of letter dated 23rd August, 2021. Petitioner is directed to approach said opposite party with copy of this order. Opposite party no.2 will either issue the licence or give reasons for rejecting petitioner's application, within four weeks of communication.
