This matter is taken up through hybrid mode.

2. Against rejection of appeal preferred by the petitioner vide order dated 11.04.2017 under Annexure-3, the petitioner has approached this Court by filing this writ petition.

3. As it appears, the order impugned has been passed in the year 2017 and the writ petition has been filed in 2021 and in the meantime four years have passed. Therefore, the writ petition suffers from delay and laches.

4. In that view of the matter, this Court is not inclined to entertain this writ petition and accordingly, the same is dismissed.
