This matter is taken up through video conferencing mode. 2.
This is the second journey of the petitioner to this Court. Earlier the petitioner had approached this Court by filing WPC (OAC) No.947 of 2015, which was disposed of, vide order dated 08.10.2021, permitting the petitioner to file a fresh representation before the authority within a period of ten days ventilating his grievance which have been raised in the said writ petition, which shall be considered by the authority and pass appropriate order keeping in view that similar benefit has already been granted to the petitioner in W.P.(C) No.31619 of 2020, within a period of two months. In compliance of the said order, the petitioner filed representation before the authority which was considered and recommendation has already been made by the Sr. Accounts, Officer vide Annexure-12 dated 01.12.2021 to the opposite party no.1 to do the needful in the light of the order passed by this Court at an early date keeping in view the time stipulated by this Court. But till date no decision has been taken by the authority.

In the above view of the matter, this writ petition stands disposed of directing opposite party no.1 to take a decision on the basis of the letter issued by opposite party no.3 on 01.12.2021 under Annexure-12 and pass appropriate order in accordance with law, as expeditiously as possible, preferably within a period of two months from the date of production/communication of certified/authenticated copy of this order. As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a print out of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed, vide Court's Notice No.4587 dated 25th March, 2020, as modified by Court's notice no. 4798 dated 15th April, 2021, and Court's Office Order circulated vide Memo Nos.514 and 515 dated 7th January, 2022.
