The Writ Petition involves an inaction of the Development Authority on the request of the Petitioner vide Annexure-6, involving utilization of a portion of land appears to be in possession of M/s. Kesari Estate (P) Limited by virtue of an agreement at Annexure-2. Pending consideration of the Development Authority, even though Annexure-2 did not involve the Petitioner, however, for pendency of representation of the Petitioner at Annexure-6, this Court in disposal of the Writ Petition to avoid any loss of time directs the Development Authority, Bhubaneswar to take a decision on Annexure-6, by completing such exercise within a period of 15 days from the date of communication of such order also involving the Petitioner.
