Since the order involved herein in terms of Section 9(3) of O.C.H & P.F.L. Act, for there is no doubt, there is clear appeal provision. Petitioner reasoning to approach this Court once final publication is there, there may not be appeal acceptable, looking to the exercise of power by the Consolidation Officer in deciding the impugned order.
