Heard learned counsel for the Parties.

It is alleged through the Writ Petition that even after giving the completion certificate and return of TDR, there is no release of final bill as per the agreement under Annexure-2. Considering the allegation to be serious, this Court in disposal of the Writ Petition directs Opposite Party No.4 to take action as appropriate on the pending bill of the Petitioner by completing such exercise at least within a period of one month from the date of communication of this order by the Petitioner.

Failure of release of undisputed amount within one month shall make Petitioner entitled to interest @ 10% till the payment is made. Further in the event the State is unnecessarily burden with interest for no fault of the State but for the latches of the competent officers, the interest aspect may be recovered from the officer involved.
