1. The Petitioners' representation dated 4th August 2021 (Annexure2) shall be examined by the Collector, Kendrapara and after notice to the Petitioners as well as Opposite Party Nos.4 and 5 and giving them an opportunity of hearing, the Collector shall pass a reasoned order thereon not later than 21st November 2022, and copy of such order shall be made available to the parties within a week thereafter. The Court clarifies that it has not expressed any view in the matter.

2. The writ petition is disposed of in the above terms.
