Heard learned counsel appearing for the parties. 3.

Petitioner through the writ petition wants for redressal of his grievance through Annexure-3 by the Collector, Jajpur. Perusal of Annexure-3, this Court finds the representation even though appears to have been submitted to the Collector on 4.11.2019 but there is absolutely no proof of copy of any such application being served on Collector, Jajpur or not. This apart, this Court also finds since the representation claimed to have been submitted on 4.11.2019 , it may not be possible on the part of the Collector, Jajpur to trace such representation and pass appropriate order.

In the circumstance, considering the request of Mṛ. Bhusan, learned counsel appearing for the petitioner to at least for a chance of freshly moving the Collector, Jajpur on the self same issue, this Court in disposal of the writ petition permits the petitioner to make a fresh application on the subject involved herein to the Collector, Jajpur at least within a period of ten days hence along with authenticated copy of this order, in such event the Collector, Jajpur shall do well in taking a decision in accordance with law by completing the entire exercise at least within a period of two months thereafter.

As restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout copy of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020 as modified by Court's Notice No.4798, dated 15th April, 2021 and Court's Office order circulated vide Memo Nos.514 & 515 dated 7th January, 2022.
