Heard learned counsel appearing for the parties. 3.
Considering the rival contentions of the parties and taking queue of the direction of the Sub-Collector, Nabarangpur vide Annexure-2 at page 10 of the brief, this Court disposes of the writ petition with a direction to the Block Development Officer Jharigamopposite party no.4 to consider the licence aspect claimed by the petitioner taking into consideration the observation made in the letter of the Sib-Collector, Nabarangpur vide Annexure-2 by completing the entire exercise within a period of six weeks from the date of communication of an authenticated copy of this order by the petitioner. 4 .
As restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout copy of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020 as modified by Court's Notice No.4798, dated 15th April, 2021 and Court's Office order circulated vide Memo Nos.514 & 515 dated 7th January, 2022.
