This matter is taken up by video conferencing mode. 2.
For the allegation of illegal encroachment of the Government land, no representation on the same issue to the Collector will be entertainable as the Tahasildar is the competent authority and the Collector is the revisional authority. It is, therefore, directed that if the Petitioners are so advised; may file a complaint before the Tahasildar under the provision of the O.P.L.E Act.

With the aforesaid direction the writ petition stands disposed of. 4.
As restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Memo Nos.492(100) & 514(100) dated 7th January, 2022.
