Heard learned counsel appearing for the parties. 3.

Considering the rival contentions of the parties this Court from the pleading finds representation on the issue involved being received, has been forwarded by the Joint Secretary to Government to the Commissioner-cum-Secretary to Government, ST & SC Development Department as well as Collector & District Magistrate, Nayagarh and the Superintendent of Police of the district concerned. Considering the grievance of the petitioner that there is no final outcome on the request of the petitioner even if in spite of a direction through Annexure-8 to the writ petition, this Court observes in the event there is no final outcome on the representation of the petitioner even after the direction at Annexure-8, the final outcome may be arrived on the request of the petitioner by completing the entire exercise within a period of three months from the date of communication of an authenticated copy of this order by the petitioner and communicate the outcome to the petitioner thereafter. 4 .

As restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout copy of the order available in the High Court's website, at par with
