This Writ Petition involves the following prayer:- "It is, therefore, humbly prayed that this Hon'ble Court may graciously be pleased to admit the writ application, issue notice to the Opp. Parties and after hearing the parties direct the Opp. Parties for construction of an approach road over Plot Nos. 189, 190, 194 of Khata No. 348 of Mouza- Bhubana, Tolakabareni, to enable the Petitioner along with others to use the said land for approaching to the National Highway Road.
And may pass such other order/orders as deemed just and proper.
And for this act of kindness the Petitioner shall, as in duty bound, ever pray."

Grievance of the Petitioner appears to be; even after removal of the encroachment there is no construction of the approach road for use of the inhabitants of Mouza- Bhubana, Tolakabareni, Dhenkanal to have their access to the National Highway. It appears, on the
// 2 // selfsame issue the Petitioner has already made a representation vide Annexure-8 to the Collector, Dhenkanal-O.P.3. 3.
Considering that the representation at the instance of the Petitioner vide Annexure-8 is still pending before the O.P.3, this Court in disposal of Writ petition directs the O.P.3 to look into the request of the Petitioner vide Annexure-8 and take a lawful decision by making an approach road available for the inhabitants of MouzaBhubana, Tolakabareni, Dhenkanal to have their access to National Highway. While taking decision the O.P.3 shall also keep in view the development taken place through the Writ Petition vide W.P(C) No. 12031 of 2019.

The entire exercise shall be completed within a period of two months from the date of communication of a certified copy of this order by the Petitioner.
