This matter is taken up through video conferencing mode.

2. Heard Mr. S.B. Jena, learned counsel for the petitioners.

3. The petitioners have filed this writ petition seeking to quash the order dated 04.12.2021 under Annexure-6 since they are regular employees of 2007 and contractual employee's services have been regularized in the year 2013 by giving promotion to the contractual employee which is in violation of the decision of the apex Court in SLP No.145 of 2013 as well as notification dated 12.08.2020 passed by opposite pa3rty no.1 and they further seeks direction to the authorities to give them promotion with effect from 06.12.2021 with all consequential service benefits.

4. In course of hearing, learned counsel for the petitioners stated that the petitioners may be permitted to file

a fresh representation before opposite party no.1 highlighting the grievances, and the same may be directed to be disposed of within a stipulated time to which learned State Counsel has no objection.

5. As agreed by learned counsel for the parties, this Court directs the petitioners to file a fresh representation within a period of seven days from today ventilating their grievances before opposite party no.1. In the event, the petitioners file such representation along with this order, opposite party no.1 shall consider and pass appropriate order in accordance with law within a period of two months thereafter.

6. With the aforesaid observation and direction, the writ petition is disposed of.

7. As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a print out of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed, vide Court's Notice No.4587 dated 25th March, 2020, as modified by Court's notice no. 4798 dated 15th April, 2021, and Court's Office Order circulated vide Memo Nos.514 and 515 dated 7th January, 2022.
