Heard learned counsel appearing for the parties, 2.

Undisputedly, in preparation of final electoral list, there has been opportunity to the parties. For the submission of Mr. Sarangi, learned counsel appearing for the petitioner that there is also filing of objection before final publication of the voter list, in the event, there is no consideration or improper consideration of the application of the objectors, for the opinion of this Court nothing prevented the petitioner to approach this Court in appropriate time. For the opinion of this Court, once there is final publication of voter list, looking to the provision at Rule 8(1) of the Odisha Grama Panchayat Election Rules,1965, such publication becomes final & conclusive. 3.

In the circumstance, this Court finds there is no scope for interfering in such aspect. At this stage, Mr.Sahoo, learned State Counsel on production of document submits that there is already final publication of

voter list of Zillaparisad Members of the district of Balasore since 10.12.2021. In view of the above this Court finds no scope for entertaining such dispute at this stage. Consequently, the writ petition stands dismissed. Sks (Biswanath Rath) Judge
