This matter is taken up through Video Conferencing Mode. 2.

Heard the learned counsel appearing for the parties. 3.

This writ petition involves the following prayer. "In view of the facts and circumstances, it is most humbly and respectfully prayed that this Hon'ble Court may graciously be pleased to admit the case issue notice to the Opp. Parties and call for records and issue a Writ of Mandamus directing the Collector, Ganjam to pass a speaking order on Annexure-2 within a stipulated time in accordance with law;

Pass any other writ/writs and order(s)/direction(s) that your Lordship may deem fit and proper in the interest of justice, equity and good conscience;

Looking to the limited request involved herein and as this Court finds the representation at the instance of the petitioner on the self same issue vide Annexure-2 is pending consideration, without expressing any opinion on the merit of the case, this Court disposes of the writ petition directing the opposite party no.2 to look into the

grievance of the petitioner vide Annexure-2 and take decision, as appropriate, within a period of three months from the date of communication of an authenticated copy of this order along with copy of the writ petition by the petitioner but, however, providing opportunity of hearing to the party likely to be affected. 5.

As restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout copy of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020 as modified by Court's Notice No.4798, dated 15th April, 2021 and Court's Office order circulated vide Memo Nos.514 & 515 dated 7th January, 2022.
